Golden Triangle Gas Storage Project, Beaumont, TX
As the primary environmental contractor, E & E is providing environmental assessment, remediation, and permitting support for the Golden Triangle Storage, Inc., (GTS) project located within the Spindletop Oil Field in Jefferson County, Texas. The project presents a unique set of regulatory challenges because the salt-dome storage cavern, leaching plant, and compressor station are all located within the Spindletop Dome National Historic Landmark. A key area of historic oil production and mining on the Texas Gulf coastal plain, the project area is designated as a National Historic Landmark due to the presence of sites such as the Lucas Gusher, which was the first major producing oil well in Texas and ushered in the Texas oil boom.
E & E helped the client avoid high-priority sites while developing a phased treatment plan with the Texas Historical Commission (State Historic Preservation Office) so construction could proceed. We completed a phased environmental site assessment, and applied a risk-based approach for worker safety and reduction of longer-term liability to support the GTS’ design and implementation of a voluntary corrective action program to remediate areas of soil contamination within and adjacent to GTS facility sites. We also coordinated the development of a phased cultural resource mitigation plan and permit application addressing industrial archaeological sites within the Spindletop Dome National Historic Landmark.
