Kentucky FutureGen Siting Application, Henderson, Kentucky
For the Kentucky Commerce Cabinet, Office of Energy Policy, E & E supported the development of a site selection application to be submitted to the FutureGen Industrial Alliance for a proposed pilot project for a near-zero emission IGCC power plant to be located within one of several competing states. The pilot project would use state-of-the-art carbon CCS technologies and suitable geologic formations to permanently sequester CO2 emissions. Working under tight deadlines, the E & E team joined project engineers to evaluate the qualifying and scoring criteria for the power plant and geologic storage that the FutureGen Industrial Alliance would use to rank the proposed sites. We also evaluated the “best value” criteria; conducted geologic, environmental, GIS/IT, engineering, and economic research; and identified site attributes that provided Henderson, Kentucky with a relative advantage as compared to other competing state applicants.
