National, regional, and local rules, laws, and regulations require the development and support of response preparedness plans. E & E is expert in the preparation of preparedness plans as well as development of innovative training and exercises programs to ensure that the plans becomes an ingrained part of the emergency response process. These emergency preparedness plans create structures that bind together multiple levels of government at the community level, blending local knowledge and talent with international standards for emergency response.
From development through facilitation, E & E has established expertise in emergency drill and exercise programs. For more than three decades, we’ve designed successful client-specific exercises that relate to both natural and man-made (i.e., terrorist) incidents. We offer experienced design, facilitation, moderation, observation, evaluation, and participant support.
E & E uses the Homeland Security Exercise and Evaluation Program, FEMA’s five-level exercise program, to guide exercise design and facilitation. We have trained thousands of first responders around the globe and were instrumental in developing many of the safety, entry/egress, monitoring and testing, planning, and other tools used by the United States government today.

Under a constrained five-month schedule, E & E staff from several offices worked with NYULMC to develop a comprehensive decontamination program to support emergency decontamination operations for patients entering NYULMC’s emergency department.
For the New York State Department of Health (NYSDOH), E & E helped develop and conduct scenario-driven tabletop and full-scale field exercises involving response to biological agents in which it would be necessary to request, warehouse, stage, and distribute the Centers for Disease Control and Prevention’s (CDC’s) SNS.
For Dallas’ Level I Trauma facility, E & E developed the hospital decontamination system and procedures, including personnel training.
