Air Quality

With the current worldwide focus on reducing carbon footprints and using cleaner, more efficient power, air quality is often a significant concern when designing and siting new energy, transportation, or industrial infrastructure. E & E's air quality experts have cross-disciplinary backgrounds and skill sets that allow for efficiency in tailoring project scopes based on the regulatory and permitting issues of each project. We provide feedback and strategy assistance to clients to aid in their decision making for project development.

Projects

Neptune LNG Deepwater Port (DWP) Application, Massachusetts
Prepared the successful DWP application for a proposed offshore LNG import facility. The deepwater port license—granted by the Maritime Administration (MARAD)—is the first such license to be issued on the East Coast. Currently assisting in the acquisition of required air quality permits.

Permitting & Technology Analyses for Hawkeye Power Plant, Iowa
For Entergy, developed the air quality acid rain evaluation and prepared the air permit application for the Siting Certificate for a proposed 580-MW, combustion turbine-based, combined-cycle power generating facility.

Air Quality Studies for Relocation of a Toll Barrier on the NYS Thruway, New York
As part of a comprehensive evaluation/EIS of several options to modernize the existing Williamsville toll barrier or to construct a new mainline facility, conducted air quality evaluations following NYSDOT Environmental Procedure Guidelines, including microscale modeling to assess carbon monoxide impacts using the USEPA model CAL3QHC.

Air Studies/Environmental Management System (EMS) for Naval Support Activity La Maddalena and Naval Air Station Sigonella, Italy
Conducted an air emissions inventory, prepared an air permit application report, and updated both stations' existing EMS in accordance with Navy EMS guidance. Developed recommendations for continuous emission monitoring (CEM) equipment for emission sources.

Air Quality Evaluation & Health Study, Kuwait
For the Kuwait Environment Public Authority, set up and operated air monitoring stations at 20 locations in and around the southern Kuwaiti town of Umm Al Hayman, which is downwind from industrial and petrochemical facilities. Trained client personnel in use of equipment and evaluated the data against health-based standards to demonstrate that measured contaminant levels were below the standards.

Comments from past clients

"Attached please find the letter from Mitt Romney, the Governor of MA, approving the Neptune Project! 2.5 years of hard work by EVERYONE on the Neptune project team has enabled us to reach this critically important milestone." —Rich Paglia, SUEZ LNG NA LLC

"Needless to say in return that our achievement is in no small part due to the outstanding work of … E & E." —Mark Silver, SUEZ Energy North America

"One comment I failed to include was our compliments on the quality of the writing. We agreed that the section was very well-done, easy to understand and follow. Having worked on this difficult subject in a number of documents, it was a pleasant to read a clear concise explanation in this document." —Joan Lang, USCG
