E & E has transitioned environmental spill contingency exercise services to a wider audience—including all of the response professions and response organizations at the federal, state, and local levels—through application of the latest Homeland Security Exercise and Evaluation Program (HSEEP) methodology to both natural and man-made (i.e., terrorist) incidents.

Projects

Contra Costa County Emergency Medical Service Preparedness Program, California
Provided certified first responder awareness (FRA), first responder operations (FRO), decontamination team operations (DTO), and Hospital Emergency Incident Command System (HEICS) training and developed, presented, and evaluated drills and exercises for staff of hospitals, clinics, and the emergency medical service system throughout Contra Costa County.

Transportation Terrorist Attack Prevention Tabletop Exercise, New York City
For the transportation infrastructure partners of the New York City metropolitan area, developed and conducted an intelligence management exercise to test how various organizations would react and use potential terrorist attack information, in various formats, regarding the city's tunnels and subways.

Public Heath Preparedness Programs, Alabama, Louisiana, Missouri, New York, Oregon, and Texas
Provided more than 30 HSEEP-compliant exercise services/support to state-level public health agencies (including tabletop, functional, and full-scale exercises) on topics ranging from Centers for Disease Control and Prevention (CDC) Level 1 agents to natural disease outbreaks (particularly pandemic influenza). Topics included healthcare surge, Strategic National Stockpile (SNS) deployment, ESF-8 Incident Command, and special needs population evacuation and sheltering.

Hurricanes Katrina and Rita Response, After Action Debriefing, Louisiana
Adapted an existing exercise program; reformulated the HSEEP events to serve the debriefing of more than 1,100 responders from 6 different ESF perspectives and including 7 different response professions; conducted more than 30 debriefing sessions, some including statewide, multiday events; and produced 10 after action reports.
