Emergency Planning

E & E understands the regulatory thrust behind plan requirements and the need to capture institutional knowledge. We focus on creating plans that are integrated vertically and horizontally within an organization and community. Our experience as responders, combined with an array of staff disciplines, enable us to create living plans that are supported by innovative tools and programs. E & E works with its clients to identify and implement complete emergency management planning solutions.

Projects

Statewide Emergency Operations Preparedness Planning, Oregon
Worked with local counties and Native American tribes to develop Emergency Operation Plans (EOPs) in compliance with Emergency Management Accreditation Program (EMAP) Standards and the applicable DHS/ODP plans and programs—including the National Incident Management System (NIMS), National Response Plan (NRP), and National Preparedness Guidance and Goals. Worked in close collaboration with stakeholders to address unique risks and response capabilities.

Response/Crisis Management Planning for Schools, New York City
Assisting New York City Department of Education (NYCDOE) in its establishment of a comprehensive, integrated, crisis/emergency management program for New York City schools. One of the most complex school systems in the country, the NYCDOE system includes 1,300 schools with 1.2 million students. Worked with NYCDOE and partner agencies, police, fire, and emergency medical service departments, and the Department of Citywide Administrative Services to assess current responder capabilities; identify hazards, needs, and areas for improvement; and develop prevention, mitigation, and readiness concepts.

Computerized Resource Tracking System in the Aftermath of Hurricanes Katrina and Rita, Louisiana
Mobilized an emergency management team of 12 individuals to support the statewide housing recovery program and donated-goods management systems as part of a joint federal and state response. Developed a Web-accessible database to interface with the software applications being employed in over a dozen donated-goods warehouses statewide. Allowed state and federal agencies tasked with supporting displaced citizens to locate available supplies, and facilitated the movement of donated materials from donors to warehouses and from warehouses to shelters, food banks, and kitchens.

Washoe County Regional Emergency Management Operations Plan (REOP), Nevada
Developing an REOP for the Cities of Reno and Sparks, the County of Washoe, the University of Nevada, and the Washoe County School District. Plan and annexes l cover all activities related to the life cycle of an incident starting from warning and notification, continuing through response, and culminating in recovery.

Comments from past clients

“I would like to commend you for the outstanding work performed for OEM over the past several months during the development of our citywide logistics database.  Since onset of the project, E & E has proven to be a dedicated and willing team, consistently producing immediate results in response to our demand.”—Rebecca Oyama, Emergency Preparedness Coordinator, NYC Office of Emergency Management

“From the very beginning, your knowledge, expertise, and management skills made all players feel very comfortable and involved in the process. … Your team patiently worked with us to insure the group’s understanding of the concept of Business Continuity and Emergency Management, as well as the terminology, before moving forward.  As the project moved forward, we couldn’t help but feel that we, as a group, melded and became a team versus maintaining a Contractor-Customer relationship.  Your understanding of our Agency’s mission and diverse activities was crucial to the development of our plans and, to that end, you were extremely successful.”—Joseph Impicciatore and Evelyn Awad, NYS Office of Children and Family Services

“Thank you for your excellent work on our local bioterrorism plan.”—Diane Muri, DPA, MPH, Public Health Administrator, Racine (WI) Department of Health
